The civil rights of an individual in Detroit are protected according the ordinances passed which clearly state the rights of the citizen. According to Ordinance No. 303-H, The human rights dept. has the power to eliminate discrimination in all the spheres of an individual, based on race, color, creed, caste, handicap, age or sex. The appropriate action is taken based on the case and within the power bestowed upon them to secure the rights which can be declared fundamental to every civilian of Detroit. Affirmative action includes legal service towards protection of rights and remedial measures. And it shall be a public service department which means that it is operated or managed on behalf of the city of Detroit and it is tax exempted to provide service to the public. It is therefore designed only to fight against those actions whose results may threaten the civil rights and privileges of the inhabitants of the city of Detroit and menace the institutions, causing a disturbance and break-off from the normal flow of the working system. Not only is this system capable of providing valuable service to the needy, it also aims to provide solace and remedy the effects of past discriminations, thus eradicating the existence of discrimination from pages of Detroit’s history. No partial activities towards both parties unless the stated one is a minority with the definition of minority being persons who are black, Spanish, American Indian, Asians or Aleuts. It does not seek to publicize but to inform and keep the needy aware of the existence of the system. Ignorance may result in delay in carrying out justice or the person is deprived of the benefit. Hence the awareness is necessary for the welfare of the inhabitants in Detroit.
